A household with a voucher from another county or state asks a fair question. Can that voucher be used for a room in the Central Valley. The short answer is: often yes, through a process HUD calls portability. The move runs through two Public Housing Agencies, not through the landlord.
We house people. Partners treat. We are not a licensed care facility. We cannot issue a voucher. We cannot transfer a voucher. We cannot enroll anyone in HUD-VASH or SSVF.
What portability is
Under 24 CFR 982.353, a voucher holder or participant family generally has the right to use tenant-based voucher assistance outside the jurisdiction of the PHA that issued it. The issuing agency is the initial PHA. The agency where the family wants to lease is the receiving PHA.
There is one common limit. If neither the head of household nor spouse lived in the initial PHA's area when they first applied, the family does not have a right to port during the first 12 months after admission. The initial PHA may still choose to allow it. That limit does not apply when a move is needed to protect a victim of domestic violence, dating violence, sexual assault, or stalking, as the rule describes.
How the move works, in order
The steps below follow 24 CFR 982.355. Local packets add detail.
- The family tells the initial PHA it wants to move and which receiving PHA it selected.
- The initial PHA contacts the receiving PHA. The receiving PHA says in writing whether it will absorb the voucher or bill the initial PHA.
- The initial PHA issues a voucher to move and sends the family's paperwork to the receiving PHA.
- The family contacts the receiving PHA promptly and follows its procedures for incoming families.
- The receiving PHA issues its own voucher. Its term may not expire before 30 calendar days from the expiration of the initial PHA voucher.
- From there, the normal path runs. The family selects a unit, submits a Request for Tenancy Approval, the receiving PHA inspects and checks rent reasonableness, and HAP starts only if the unit clears.
A receiving PHA cannot refuse an incoming portable family or send them to a neighboring agency, except where HUD approves in writing.
What changes at the receiving PHA
Once the family ports, the receiving PHA's policies apply. That includes its subsidy standards for unit size, its payment standards, its voucher extension rules, and its Admin Plan. Income eligibility is not redetermined for a family already in the program.
A voucher that worked one way in another county may not work the same way here. The receiving PHA's numbers control. We do not quote payment standards for any PHA.
The shared housing question
This is the line most porting families and referrers miss. Shared housing is a special housing type under 24 CFR 982.601. In general, a PHA is not required to permit special housing types, and that includes for families who move in under portability.
There is an exception. A PHA must permit a special housing type when it is needed as a reasonable accommodation for a person with a disability.
So before a porting household counts on a shared room, someone should confirm with the receiving PHA that it allows shared housing. If it does, the pro-rata rent, payment standard, and utility allowance rules in 24 CFR 982.617 apply to the room.
HUD-VASH moves
HUD-VASH pairs a voucher with VA case management. A VASH household thinking about a move should start with its VA case manager, since case management at the new location is part of the program. The VA team and the PHAs coordinate that move. We do not.
What Beneficial does versus what the PHAs do
Beneficial Property Management operates shared residences in California's Central Valley, including Fresno and nearby counties. Each resident holds a separate lease for a private locking bedroom and a share of common space. We handle leasing, inspection readiness, house management, and coordination with an assigned case manager when one is involved.
The initial PHA approves the move. The receiving PHA issues the new voucher, decides whether shared housing is permitted, sets the payment standard, inspects, and signs the HAP contract with the owner. We do none of those things.
We do not market diagnosis-specific units. We are not veteran-only housing. Shared living is a housing product, not a treatment setting.
Inquiry, application, and the move
An inquiry to Beneficial is a question about whether a room might fit. It is not an application. It is not a hold. A listing is not a reserved bed, and it does not reserve a room while a voucher is in transit.
We do not guarantee occupancy. We do not guarantee HAP. We do not promise returns.
Who should write us
Case managers, VA homeless program staff, SSVF grantees, PHA contacts, Coordinated Entry staff, and county housing staff helping a household relocate to the Central Valley can inquire. So can landlords who want education on shared rooms for porting households.
Look at available first. Listings show city and county only. No street addresses. Then email info@beneficialhouses.com. Name your agency, the county the household is moving from, and whether the receiving PHA has confirmed it allows shared housing.
We house people. We do not treat. We are not a licensed care facility. An inquiry is not an application and not a promise of a unit.
